Theft of CWC files : Why no arrests ?

The theft of the CWC files from the CWC office by the Department of Women and Child Welfare officials after making an unauthorised entry into the office of the Committee having magisterial powers, and the subsequent suspension of Hilda Rayappan from the post of DK CWC chairperson, are just another two examples for the fence grazing the crop in Dakshina Kannada.
This incident reminded me of an incident on January 4 last wherein the police personnel who had made an illegal entry into my Kulai residence after an intensive search of my residential office had left with a cash of Rs 50,000 apart from a file with documents relating to the police department which I had collected after much effort. Though I had immediately lodged a complaint it has not yet been probed. There needs to be no doubt that the same would be the fate of the CWC complaint.
There is a reason for the same. If Shakuntala and company of the Department of Women and Hilda Development would enter the CWC office and move out with the files, there are several vested interests behind the same. ( They may not muster courage to do so on their own). This is proved by the stealing of files relating to five particular cases.The files were stolen at the dictats of some vested interests which wanted to destroy evidences with regard to cases pertaining to child trafficking .Those facing the investigation include those posing as religious leaders and also those belonging to the Parivar.

The files have been stolen as part of an effort of the ruling party since the past several months to either destabilise or weaken the CWCs of both Dakshina Kannada and Udupi districts. In fact the CWCs of both the districts are known to be highly efficient.Today with the entire Sangh Parivar standing up against these CWCs, their functioning itself is hindered. It is nothing but paradoxical that the government instead of helping the CWCs to function in a free and fearless manner, was only creating hurdles for the same.
Moreover, the police apathy in not arresting the accused in the case of the theft of files from the CWC office, as per a complaint lodged by the CWC has also given room for doubts.
There is no need for the police officials to function under political or any other influence. In case they succumb to pressure, then they may find it difficult to defend their action. Now that the Police Establishment Board and Security Commission has been constituted, the inactive police officials should keep in mind these bodies which will oversee them.
Under the existing rules only the State Children’s Welfare Board has the authority to monitor the functioning of the CWC.There is a need for the police department to initiate legal action against the department of women and child development officials following an official complaint against them. It would also be inevitable for courts to intervene and see that the rights of the CWC are protected..
