Sub : Need for the Zoning Regulations of the Master Plan (Revision II) – 2021 AD for
Mangalore to be National Building Code compliant.
The recent fire in a high-rise in Mangalore has brought home to Mangaloreans the critical importance of our living spaces to be safe for habitation and amenable to the facilitation of emergency response systems in the event of a disaster. Citizens Forum is of the view that those in the Urban Development Authority and the City Corporation entrusted with the duty of planning, development and regulation of the growth of Mangalore cannot be allowed to continue to be callous about their commitment to public safety and a healthy quality of life here.
The National Building Code by the Bureau of Indian Standards lays down a set of minimum provisions designed to protect the safety of the public with regard to structural sufficiency, fire hazards and health aspects of buildings. (Foreword to the NBC 2005). Planning norms for a city like Mangalore cannot compromise on minimal acceptable standards of public health and safety laid down in the model code, challenged as it is by being particularly vulnerable to man-made and natural disasters like earthquakes, communal strife, industrial accidents and the like.
We had presented to you our Forum’s Critique to Mangalore’s Draft Master Plan, which had been previously submitted to MUDA on 5th of March 2007 (within the public comment period). In reiteration of our point, we hereby draw your kind attention to a relevant extract from the same which is attached.
Though we maintain that we deserve a better planning document than the present text of the Master Plan (Revision II) – 2021 AD for Mangalore, we trust you will ensure that the finalized MP keeps to the minimum standards of roadwidth and setbacks so the development of Mangalore can progress in the right direction.
