PUCL demands more powers to SHRC

MANGALORE : PB D’Sa, State President of the People’s Union for Civil Liberties has
urged the government to grant additional powers to the State Human Rights Commission
by amending the existing act.
Speaking to reporters in the city on July 6, Tuesday, he said the State Human Rights
Commission was facing a number of problems which in turn has resulted in delay in
disposing various cases before the Commission.
Continuing, D’Sa said the citizens, particularly the poor and the weaker sections have
been deprived of justice as the government has failed to provide the necessary amenities
to facilitate the effective functioning of the Commission;
He also pointed out that most of the over 35 complaints lodged by the PUCL with the
Commission,have still not been settled.
“ It would not be proper for the police department to itself investigate into cases
pertaining to violation of rules by the department personnel,”D’Sa further observed.
D’Sa termed as unconstitutional, the proposed anti-cow slaughter bill and said the
Commission which ought to have served a notice to the government in this regard,had not
yet done so.
Informing that the district courts have now been considered human rights courts, he said
public can lodge their complaints directly at the district courts.
He further demanded that the ministers and officials who fail to adhere to the SHRC
rulings should be penalized and punished.
PUCL Vice Presidents Walter Maben, M Kabeer, Treasurer Suresh Bhat Bakrabail and
