M’lore cop crosses all limits in HR violation ; plaint with Commissioner

MANGALORE : A complaint has been lodged against the Mangalore Rural police
Station SI Prakash with the Police Commissioner accusing the former of violating
human rights by threatening to prick the private organ of a witness in a case with needle
and also by getting his pubic hair plucked by another person.
It is learnt, the SI who had first summoned the complainant Gangadhar Shetty, a resident
of Adyarpadavu to the station through the SP’s Special Squad in connection with the
assault case of his neighbour Justine Vas, had broken his ring finger on the pretext of
interrogation. However, when Shetty complained to the Commissioner against this, the
infuriated SI had summoned him to the station again and issued a threat to him.
The complaint had said that Gangadhar Shetty had been to the station on July 7 as
per the orders, along with Justine Vas and his son Joel Vas, a college going student.
The SI, on this occasion questioned them for lodging a complaint against him with
the Commissioner and even asked what they had achieved by doing so. The complaint
also said that the SI even threatened them against going to any advocate and also that
he would spoil the future of Joel by writing to his college chief and the university and
demanded them to give in writing that Justin was not attacked.
“ However when we failed to budge, the SI after sending the other two outside threatened
to spoil the life of my daughter who is studying PUC,”Shetty said in his complaint.
“The SI also demanded that I should give a written statement that Justin was not attacked
lest he would prick my private organ with a needle,” the complainant further said and
added later he was forced to sign a statement written by a certain Ramachandra that no
such incident had taken place.
It has also been alleged that in connection with the case, the SI who had earlier arrested
Gangadhar Shetty, Justine and Joel on June 2, had attacked the three. Shetty in his
complaint said “ The three of us were stripped and Justin was made to pluck the hair on
my head and my pubic hair. Not only that he even broke my right ring finger and by
saying no complaint should be lodged, appointed an advocate Dinaker Shetty to deal with
the case. By doing so, he has forced me against divulging the truth either in the hospital
or before the court,” Shetty said in his complaint.
Probe ordered : When The Canara Times contacted Commissioner Seemanth Kumar
Singh on the matter, he said ACP Girish has been instructed to undertake a probe.
Girish meanwhile, said Rural police station inspector Lingappa was conducting the
investigation. Lingappa informed that the complainants have been served a notice and
investigations were yet to begin.
