BANGALORE : State Human Rights Commission Chairman Justice SR Nayak has
informed that the Commission has written a letter to the state government questioning
why it had until now not made adequate rehabilitation arrangements for the over 63,020
families that had lost their houses and properties in the worst floods that hit north
Karnataka last year.
He informed this during the release of a booklet named ‘Exclusion of Dalits in the flood
rehabilitation†based on a survey conducted by the Human Rights Forum for Dalit
Liberation, questioning the government policy of keeping the Dalits outside the purview
of the rehabilitation project. Justice Nayak further said the government which had
assured to provide rehabilitation to all the flood affected within six months has failed to
keep up its words and has even kept Dalits outside it.
“ Until August 1 the government had not distributed houses to anyone. But the houses
constructed by some private agencies have been distributed last week. No one knows
what the government is doing,†he said.
Justice Nayak said the letter to the government has warned that all families should be
rehabilitated by December this year and an integral report in this regard be submitted by
next January 10.
